If journalists want to see an increase in their rankings, that “improvement” should be providing access to data that the government doesn’t stop restricting or killing. It should be something as simple as a correlation of crime rates to the number of cameras in the city visible on the police department’s Facebook page.
Why do I say “should be,” not “is?”? Because in the US, for many data sets, you need to explain the method and figures to the government for them to distribute it in a way that makes sense. Sure, some data sets are completely unrestricted, free to reproduce or distribute, but eventually, advertisers and marketers (who are paid by the data sources) want more than plain text and accessibility.
If we restrict a dataset because the restrictions are thought to be in the interest of national security or whatnot, we don't gain anything else from our dataset but demonstration of how data science works :)
Whitespark’s public dataset, which comes from Hacker News and Fractl is entirely freely available and, oddly enough, why I say it should be is because, weirdly enough, anyone can create their own user-generated graphs and tables with the data. (I should mention here that there are some websites that will not allow reprinting!)
